Study Programme

The following diagram summarises the stages of the project, culminating in the publication of the final report on 15 th July 2008.

Baseline Analysis

The Baseline Analysis included the comprehensive analysis of all modes of transport, taking account of different issues at different times of the day/week. The impact of all key proposed developments was also considered.

Visioning

The purpose of the visioning exercise was to identify, at a strategic level, opportunities for new corridors and routes for all modes of transport, addressing the issues and opportunities identified in the baseline analysis.

This stage concluded with the definition of a preferred movement vision, linked closely to the wider Lancaster-Morecambe Vision for Regeneration.

Option Identification

The Options Identification stage developed a series of potentially “radical but realistic” options and solutions for the identified transport problems in the area based around the agreed Vision for the wider Lancaster-Morecambe area.

Public Consultation

The consultation stage provided the general public an opportunity to gain an understanding of the proposed transport vision for the area and discuss the series of solutions identified in the option development stage. The consultation took the form of staffed consultation events in Lancaster and Morecambe and a series of unstaffed displays at various locations across the District. All information and the opportunity to vote for preferences were also provided via this website.

Appraisal

The Appraisal stage evaluated the series of schemes identified against key Government, Regional and Local objectives, identifying the approximate costs, likely benefits, risks and potential funding sources. This stage also included an assessment to ensure that the projects are compatible with each other, thereby achieving a sustainable multimodal approach to movement into and through the area.

Presentation and Reporting

Presentation and Reporting is the key output of the work. The strategy is presented in report format, incorporating concept drawings supplemented by appropriate background information and appraisal for key projects.
